REGIONAL CONFERENCE WIPO-UZBEKISTAN ON “THE ROLE OF INTELLECTUAL PROPERTY IN ECONOMIC DEVELOPMENT”

Regional Conference WIPO-Uzbekistan on the Role of Intellectual Property in Economic Development devoted to the Tenth Anniversary of State Independence of the Republic of Uzbekistan was held on June 19 to 20, 2001 in Tashkent.

The Conference was organized by the World Intellectual Property Organization (WIPO) in cooperation with the State Committee for Science and Technology and State Patent Office of the Republic of Uzbekistan. The Conference was oriented to the specialists in the field of intellectual property protection, leaders of large enterprises and companies, heads of universities, patent attorneys.

The Conference served the purpose to raise the importance of intellectual property system in economic development of the state.

Specialists of European Union member state, namely Switzerland, Finland, Denmark and CIS countries, namely, Russian Federation, Belarus, Ukraine, Azerbaijan, Armenia, Georgia, Republic of Moldova, Kyrgyzstan, Tajikistan participated in the  Conference.

The Conference was opened by greeting speach of Academician P.K. Khabibyllaev, Chairman of Republic of Uzbekistan State Committee for Science and Technology. In his speach he addressed to the participants of the Conference P.K. Khabibyllaev noted that Conference would help to familiarize specialists of Republic of Uzbekistan with experience of Western countries in the field of legal protection of the results of scientific research and their commercialization, and would help small and medium-size enterprises  use the intellectual property system for the purposes of achievement of high economic results.

As major factors of economic development, academician T.T. Riskiev, State Adviser of the President of the Republic of Uzbekistan, noted the processes of development and realization of the newest technologies based on the world science achievements. State scientific and technical policy carried out in Uzbekistan allowed to form support system of innovation activity and legal protection of its results. This system is harmonized with international regulations and takes into account the particularities of national economy.

Mr. Shozo Uemura, Deputy Director General of the World International Property Organization delivered a speach in which he gave a high appraisal to the achievements of our country in the field of intellectual property and its commercialization.

Mr. A.A. Azimov, Director, State Patent Office of the Republic of Uzbekistan, delivered a speach on intellectual property protection system worked out in the Republic of Uzbekistan and its importance in economic development of the country. It was mentioned that expansion of international cooperation favoured the development of this activity as well.

The participants of the conference discussed the following issues:

Improvement of intellectual property protection system for economic development of Uzbekistan;
Commercialization of results of intellectual activity obtained from publicly funded research and developments: the Russian experience;
Experience of innovative centers and investment foundations in the use of the intellectual property protection system for strengthening small and medium-sized enterprises: experience of Finland;
Fostering the commercial application of inventions: practices of European Union member states;
Legal protection of the results of scientific research in Kyrgyzstan;
WIPO policy on assistance to SMEs: Milan plan of Action.

The Conference was held with a round table discussion where participants exchanged opinions concerning the most critical aspects of intellectual property protection.

Familiarity of specialists of the Republic of Uzbekistan with foreign experience in the field of legal protection of results of scientific research and their commercialization will favour the solution of problems related to development of legal system and economic mechanisms in the field of intellectual property protection.
